                      I don't know that either. A buddy of mine sent the pic. I know he is traveling Texas and visiting courthouses. I'm guessing this is on display at a county courthouse somewhere in our great State. Based on responses here it's probably the mechanism to an old courthouse clock. I will let you know if he ever tells me.

                          I was going to say a clock works with a lot of parts missing and I think that pic you posted pretty much confirms my suspensions... The big key for me was that little "brass" looking clutch thing in the middle of the central horizontal shaft... Seen similar on other "grandfather type clocks used to adjust clock speed... The big drum with apparent grooves for cables is likely part of the "winding mechanism"... Pretty cool none-the-less!

                                Well, no wonder they took it out of the tower. Look how small the clock face is! Probably couldn't see it from street level!
