    Not illegal.

    He was not impersonating an LEO. He stated that he was retired.

    Was he attempting a citizen’s arrest?

        It is not illegal to just tell someone you are a cop. There must be " intent to induce another to submit to his pretended official authority or to rely on his pretended official acts."
        Telling someone you are retired, meaning no longer a law enforcement officer, is not illegal.
        Let it go and move on.

                          A lot of officers that quit, get fired, or didn't make the cut and were asked to leave or be fired like to tell people that they "retired from law enforcement".
