I'd call the game warden. He'll probably go talk to the neighbor. The neighbor hasn't broken any laws but if one of his bullets crosses your fence line he has broke the law.

No idea what to seal it with but you have to stop the crack from growing first or you'll be pi$$ing in the wind. Drill a small hole at each end on the crack.
