If I was on a budget - I probably and trying to stay lighter than a bench gun, and I’m guessing in the 7-8.5lbs range. I would probably buy a Tikka with some nice glass. This would check most boxes...

I have the .22LR, .17HMR, 6.5CM, 300PRC...
I have the .22LR, .17HMR, 6.5CM, 300PRC (rebarreled with bartlien), .308, and a 6CM. I love all of them and they all shoot well under MOA and the 300PRC shoots nicely at 1500+.
