Truck bed cargo rack

OK Greenscreen... I saw this today and think with a few modifications it could really work for my needs. I have done a lot of research on store bought rack systems and they all fall a little short, so I have resolved to have a custom rack made. I have a few Kayak's and I also pull a bumper-pull travel trailer, so this would allow me to keep my Roll-N-Lock bed cover closed, haul my kayaks and pull the RV all at the same time.

Question... is there anyone in the Austin area that could fabricate something like this to fit my 2016 F250?
