from my experience, they will generally lay up in high winds, up to a point. Once the wind gets up over 25 mph or so, they will get up and move around. Somewhere around this wind speed, they get nervous that they will not be able to hear any possible predators, so they will head to where they can use their sight and smell to better protect themselves.

If not, they’re gonna be skittish as all get out.

During Thanksgiving week, I was seeing deer early, late and during the middle of the day on those misty dark, still days, but when that front blew in and the wind started to howl... I saw practically nothing... didn't even see any javelina!! Don't think the animals like that cuttin' north wind any better than we do..

Normally what I see is on the first day of windy conditions the deer don't move much. The second day they will move more if it's still windy. If the wind lays down in the evening on the second day they will generally move a lot. Now with that said, you throw the rut in and anything can happen.
