So my dad just bought 31 acres in RockSprings and it is a plot that has been divided from a previous 2000 acre ranch. I cant really manage a property i dont believe. What are yalls suggestions for hunting this tract of land.

Its one thing to buy 30 acres in that area and another thing to buy 30 acres in that area which has been carved out of a larger ranch. The reason being, that 100 of your neighbors are hunting on the same size acreage as you are. That in itself is going to have a huge impact on the hunting and quality/quantity of animals.
Everybody in that area is going to be feeding but not everybody is going to want to provide water. If you can provide a steady and consistent source of water, you'll have one of the more desirable tracts of land in that area as far as the animals are concerned.

I hunt a small tract on the Mail Trail Ranch a bit south west of town. I got lucky and ended up with some good neighbors. We manage the white tails, but not the exotics. I have only been out there for one year now. We have a ton of deer, but I chose not to harvest a doe and did not see a buck that was old enough. I did harvest a sika doe, a corsican ram, and
a ton of hogs. I feed and water all year and seem to hold alot of animals. I will be going back soon to hunt axis. As said above.. keep it quiet while in camp, meet your neighbors and who knows..maybe come to some management agreement. And feeding plenty of chow can't hurt.
