What is a California start I'm new to the 3-d shooting and I have seen this and I don't know what it means.

It just means you can start anytime between two set times. A lot of shoots let you start between, say 8am and 1pm, and then have a designated time that scorecards have to be turned in by.
Also known as "Texas Walk-up" start.
