I am currently looking at lowering my draw weight on my bow and was wondering if it would be better to back my #70 bow down to 60 or buy a #60 bow and max it out? What would be the difference in speed? And what are some of the pros and cons?

I would shoot the 60# limbs. Most of today's speed bows perform better when the limbs are "bottomed out", meaning there is less gap between the limb and the rise inside the limb pocket. There will be less vibration and hand shock.
Most bows, one full turn is roughly equal to one or two pounds of draw weight.
