Im confused on the lower stuff. So its marked one cal but you can use it for multiple others? So could you use a 223/5.56 lower for a 300 blackout?

Yes. The 5.56 stamped receivers can be used to build a variety of calibers. Everything is the same except the bolt, barrel and magazine.
Among these are 5.56/.223, 6.5 grendel, 6.8 spc, 300aac, 204 , 264(Grendel), etc.
Once you go past the 6.5 creedmore, you're into the ar10 platform. Which also has a ton of calibers you can build (.308, 243, 6.5 creedmore, etc etc)
