Bucks missing browtines. How soon to cull?

How soon should browtines be noticeable? We thinned out some 4pt & 6pt bucks last week and still have a couple young 4pt that are slick. Will they ever develop and at what age should?

We've always culled at 6pt, but curious if this is the right method or are we hurting ourselves?

I cull at 2.5, if no brow tines. We took one yesterday.

We passed on many 2-3 year old bucks without brows, they all came back with brows this year.

Give them till 3.5 yrs. before worrying about them.

All bucks must be 5.5 for us.

If low fence, I wouldn't shoot anything until at least 4.5. You'll never know what they can turn into if you shoot them when they're young. I think most of the time culling does far more harm than good. Most "culls" I've seen are yearlings or bucks with antler deformities due to injury.
