I think my arrow wraps are increasing my spine and messing with my arrow tune. Do arrow wraps increase spine? If so what is the best way to remove the wraps? Does Goo Gone work/hurt carbon?

Any weight added to the rear of the arrow is the same thing as adding weight to the string. Both of which slow down the string speed, and will cause the arrow to act/shoot stiffer accordingly.
How much difference depends on the amount of weight added, but generally the weight of a wrap won't make enough difference to notice unless you are already on the verge of being outside a good spine range.
To remove the wraps, just heat them with a hair dryer, and peel them off while they are warm & soft. Then just clean away the residue left behind. Goo Gone won't hurt your shafts at all.
