It’s a good thing. Bark louse. Just cieaning the bark of aphids, invasive “bugs” and such. When they’re done they’ll move on.

Bark Lice, they're feeding on the decayed material between the bark fissures. Completely harmless.

How can I get some of that to kill the aphids on my oak? Or just get rid of aphids?
