I know I say this a lot, but check with Bob Sarrels. His Foothills is a fantastic bow, one a kid can grow with. I know Maddog makes a great bow as well, but i have no experience with Black Rhino.
Maddog makes a great youth bow. My daughter has one of his long bow pups. Custom made and affordable.
From my own experience I can definitely say Bob Sarrels makes awesome bows, as well. I haven't personally seen his youth bows in action, but I am 100% sure they are top notch.
Have had several great dealings with Black Rhino bows. Excellent customer service. They allowed me to upgrade w/ trade-in as my son aged.

Really depends on your budget and how long you think she will use it.
I've had lots of young archers ask to shoot my longbows, and don't get me wrong - they really enjoyed shooting them - but within about 40 arrows their curiosity had been satisfied, and they were back to shooting their own bow.
Having said that, you have some good recommendations above. I have heard nothing but good things about the Black Rhino kids bows.
I've got 3 kids shooting, and we have at least one of all the bows that have been mentioned in the previous replies. Two maddogs, 2 black rhinos and 1 Sarrels Foothills. The Sarrels and Maddogs are more $, but there is a definite step up in quality as well.
