    You need more than a good stock for a shooter. A couple here have made some suggestions on very accurate out of the box shooters. I would set your sights on something other than Remington 700. There are a lot of guns in your range that will out perform or perform just as well as a Remington 700.

    Here are a few I would suggest:
    Ruger American Predator
    Savage Axis II
    Tikka T3
    Howa 1500

      I switched over to Tikka rifles probably 10 years ago and haven't looked back. The more people that shoot with me, the more tikkas I see. They are the best bang for my buck atleast. Accuracy wise, they match or beat out most customs.

            the most basic "custom rifle" using a 700 donor action will cost you $1250+


            Or a Ruger Precision Rifle at 1k-1200

                          Thank you all for your help I believe I had misspoken about what I was looking for. I will look for a rifle that I can tinker with and dress up. It will probably a savage axis or a ruger american.

                            For that price range I would get a Rem 700 adl in what ever caliber and a trigger upgrade. Then save another 600 buy a barrel and stock, then save another 1000 and get a good gunsmith to true the action, re barrel, square the bolt face, and pillar bed.
                            I am in a build right now and have over 2k in parts with the glass, that does not include smith work.
