    Looks like what the highway department use to put out to mark road construction at night. They would burn at night, to mark road construction and lane changes.

                That one hole has quite a bit of wear on it now that I look at some of the rplies and the pictures again.

                Must have had a cable run through and around that pulley, no way a rope would wear that groove in it unless it is plastic and not metal like it looks
