Looks like what the highway department use to put out to mark road construction at night. They would burn at night, to mark road construction and lane changes.

Might be a old kerosene smug pot the highway department used to use at night before battery powered lights

That one hole has quite a bit of wear on it now that I look at some of the rplies and the pictures again.

Must have had a cable run through and around that pulley, no way a rope would wear that groove in it unless it is plastic and not metal like it looks
