I have a budget for a camera. I dom't have any experience with high qaulity photography. I have been looking at the camera packages on Ebay. Maybe a T4I or a 60D. These packages look pretty good. What are your thoughts on these cameras and or these packages worth it.

In my opinion, it would be best to buy the camera body only and use the value of the kit lens toward purchasing a good quality prime lens or telephoto depending on what you'll be using for most.
The kit lens (18-135mm) that came with my 7D is a decent walk-around lens, but I'd rather have used that money for the wide-angle I ended up buying or a 50mm prime lens.
Once I have the 70-300 L that I want, the 18-135 probably won't ever get used.
So, back to my original point; buy the body only and research the quality lenses best for your needs. You'll find out that you'll want various lenses for your DSLR! My personal choices are ultra wide-angle, prime and telephoto.
And spend more on the lenses and less on the body.
