just notice an older guy at my apt courtyard walking after two little dogs and he was following them along and had his arms behind his back.. but I've noticed over the years other guys doing this, usually folks from what i assume, asian and India cultures mostly and usually walking with pets or other family.. sometimes alone.. just an observation question i guess

I was waiting to see if you were referencing middle eastern/Indian folks. It's a cultural thing. It's also a very submissive position.
