It is a neutral problem. It sounds like the line from the source to your well may have a bad spot in it.

I had a few minutes to check the shop. It looks like I am getting about 120V between the hot and neutral and hot and ground. I am getting zero between neutral and ground. I didn't have time to check incoming and outgoing voltage of any breakers.
The voltage in the well house are 150 on one breaker and 90 on the other between the hot and neutral and hot and ground but zero between neutral and ground.

4 years later and I am having this same problem. I haven't checked anything yet except I am having the crazy voltage in the well house and the light works when it wants to. The light was replaced 4 years ago.
I did have a space heater on when it started acting bad. 4 years ago I also had a space heater running.
