              Based on the legal definition: If the person saying the eff word's intent is to incite or provoke a reaction by others, then yes.

              I wholeheartedly support the right for free speech, but you also have to be mindful in public not to intrude on others' right to be out peacefully without specifically being targeted for a reaction.

                  Had 3 idiots cause me to "breach the peace" by their bad words in front of my family and other decent folks..one time! They should got a ticket... :-)

                          It is a minor violation. Ticket her and send her down the road. Ticket her again.

                          If someone was dropping F bombs in public in front of kids, most of us would say something. I have done so dozens of times. Usually, they are just trashy people with no tact. Now, the fraud warrant/arrest is comical.
