Very much so usually. When I do completely clean my barrel I'll usually run 10-15 shots through it before I go sight it back in.

Most free floated bolt rifles will hit a little differently after a few fouling shots then stay in that general area for a good bit. By the time most people get their zero they have a fouled bore so when they clean their barrel and take it to the range the first shot misses the target and they think their rifle isn't accurate until it gets fouled. It is most likely accurate,
Most people will foul their barrel before hunting because they want to get their barrel fouled so it corresponds with their scope adjustments.
