Bowhunt or Rifle? Archery tags are OTC in AZ. Hunt January - Drive south of Tucson until it gets rolly. There will be mule deer in the foothills by the hundreds. Hunt the mule deer in the foothills and mesquite. The whitetail will be feeding in there as well at first light. Otherwise, they will be up high and you can try to put a stalk on one. You'll have to call around for good outfitters - maybe try archery shops. DIY opportunity is plentiful but actually getting one is very tough ...basically the whole southern part of the state is good. If you can find a water source and can stand the heat, the early season is good unless rain arrives early.
I bow hunted them in Alberta this fall. Screwed up a great opportunity on a 190"+ buck. Also missed a 170"+. I did the hunt through Bowhunting Safari Consultants, Jay Osting.
It was a really fun hunt, we were hunting sun up to sundown. You glass and find the one(s) you want to stalk. Wait for them to bed down and then make your stalk. Once you get into bow range you wait for them to stand up and shoot them. Not necessarily an easy task, but like I said I had my chances. This outfitter stays booked up a couple years out.

I've been on two Eastern Plains archery hunts, and killed a 164" and 175" (180 if not broken off) with my bow. I can definitely say who I wouldn't hunt with again under any circumstances--but won't do that publicly. Still looking for the guy I want to stick with year after year.
