Anyone have any luck with this and how exactly does it work?

Works the same as the first draw, but there are fewer permits since the only ones they are drawing for are the ones where people drawn in the first round didn't pay their hunt fees. Odds are totally dependent upon how many people don't pay, and therefore "luck" is the operative word.
