        Send your nephew over on his bicycle. Adjust handlebars to appropriate height and let him have at it. :-)

        I would go with a little gasoline. If that doesn't work, perhaps 30 wt ball bearings with Quaker State antifreeze.

                      What about trying a razor blade? If it’s on a flat spot it might work.

                        I would try scraping the big stuff off and then try clay baring the spot or try using a bug and tar remover. Possibly polishing and clay could get it off.
                        Worst case would be scraping it off then sanding the area (being VERY careful to not go through the clear coat) if done right you’d never know anything happened.

                          I’ll help you if your ever Houston way. My sister did the same thing with her bmw. I took an exacting, cut it down as far as I could, taped off all around it, sanded it all down, color sanded the panel, and then buffed it back. Didn’t seem to mess up the paint under the glue with I can’t believe. But hey, it worked right?
