Only way I know you can buy a tag for any unit is IF there are leftover tags after the draw for that unit

Then they are first come first serve and usually go fast

This is true and you better be ready to buy it when they go on sale. They will be gone in minutes if there are any at all. Back about 8 years ago there use to be 1000 tags left over in unit 11 and 14 and it was no problem getting one. Hunting shows are to blame, I use to live in MN and hunt in Iowa back in the 90's and the unit we hunted only gave out 80 NR bow tags and three of us got one every year until about 1998 then it was every other year, now I heard it's a nightmare.
