If its a diesel, the oil has soot in it, and makes it tougher to clean from the 'pores' of the concrete. I'd try muratic acid or keep trying the various methods above. The cat litter usually helped me with the bigger stains.

I used some type of Concrete cleaner from Home Depot in the past. That crap was like acid and burned your eyes.
For our a/c coil cleaners, the acid based wont remove grease, but the alkali will. The acid based leave the coil shiny, so some like that, but if you work around restaurants you need to cut grease.
