We used to have organized hunts for 'em... They can be "controlled" if they are or are about to damage crops, feed, or livestock habitat... Our old game warden told us he'd never seen a crow that wasn't about to do some kind of damage to something...
whatever the wording in the book, I think I could be creative in justification.
I've shot a bunch of them around a mouth call and electric caller, they'll come in from everywhere but if they see you, they won't come back. Try to shoot the first one and wound it so it flops around a lot, or if dead then hang it in a tree. They'll go crazy! .22 is the best because the sound is minimal and the racket they're making will drown it out.
