Pecan tree? / plant id

Is this a pecan tree just starting to grow?
If not what is it. I'm mowing my yard and don't want to mow it down if it's a pecan tree. Last year in this very spot I had a pecan tree cut down and the stump ground because it was getting some rotting spots and didn't want it falling on my house.

Appears to be. Crush a leaf and smell it to be sure.

What would be the best way and time to relocate it? I also had to cut down one in my back yard that got struck by lighting and I want to move it there.

Appears to be. Like said before, in winter when dormant. The tap root should be about 1/2 as long as the plant is tall. Get the entire tap root and don't let it dry out at all for best survival rate.
