      Thank you 35remington! My gunsmith can build a 45-70 off of any Remington 700 or XP-100 action if you really want one. He's the only one doing it that I know of. Hit me up if you want his contact info.

          Cheapest route would be to buy an undesignated "virgin" Remington 700 action from Gunbroker or a shop. Those will run you around $300-$400 depending on blued or SS. Any handgun or rifle can be built from these as long as they are new from the factory and have never been assembled into a rifle before. All the BATFE wants is a letter from the manufacturer stating that the action (serial number) was sold from the factory as a new bare receiver. This is needed if you want to make a pistol from it.

          If you don't want that hassle, then an XP-100 donor gun can usually be found for $750-$1,000 on GB or on Specialty Pistol Forum.
