at the bottom of the monument base is a door which leads to a spiral staircase inside the concrete pillar. The staircase goes all the up to the top and you can look out of the rectangle windows across the entire city

If you look at camera 2 from the first link, that crane is reaching pretty far out. I know looks can be deceiving, but dang, I don't think that crane is that big to reach that far.

I'm sure the base has a lot more weight in it than the statue itself. The base is the anchor point.
