If you do some of your own welding it can for sure. I'm not sure the winch in your link is a brake winch but I wouldn't use any other kind. Northern sells a good one for $65 or so. I had a friend build my headers and hangers because I wanted them heavier than that. My headers take square tubing and I welded feet on them so I could stake them down and so they wouldn't sink into wet ground when full.

One skill I don't have is welding.

I used 17ft -1/4 inch sq tubing for my legs. I like the spinner up high. Not sure you can build one for 350 though, a westtexasfeedersuply unit runs about 200 bucks itself.

No need for welding. I've got three homemade ones out that are all 5+ years old without a single weld on them. Less than $350 in all of them.

Edit: Don't have more than $350 in one of them. Not all of them together.

After looking around I believe I have found all my parts to make this happen. I de-greased and power washed out the barrel. I attached a new lid with springs. I cut the whole in the bottom of the barrel.

I will start gathering the parts and get this made.

dont skimp on the winch, get a brake winch.

easy way i do is sink 2 16' 4x6's about 3' in the ground then run a 4x6 across the top. attach pulley to the top board and one off to the side to keep the cable from rubbing the barrel and a winch mounted about waist high.
