You need to submit a Form 1 instead of a Form 4 like you do when you purchase a suppressor. Once you get your stamp back you can build it. I have not done it myself though.

I don’t know really anything about the compass, but the cocking piece looks like it it in the fired position. It may need to be pulled back, then you rotate the bolt to put it in the right position.
