In a boat, or on foot?

I was checking out another area of the park driving and spotted the white head. Parked my truck and didn't have to walk far. He was across a cove on the lake. I have attached the uncropped image. He flew further down the shoreline and I took the other but didn't see the other one above until I started looking at the pics in Lightroom.
