                The "teeth" on the bottom are to mark impressions for stitch. Just space it away from the edge and rock it along the path of desired stitch line. The 4 indentations are for burnishing the edges of finished pieces.


                j/k of course but as a leatherworker, I can see serious potential with a tool to do just those things I listed

                            I vote modern made as well. Kinda like those bird and thunderhead effigies. But I'm certainly no expert.

                            Take it to an artifact show and get some opinions. Or post it up on a Texas arrowhead website and see what they say.
