troy, a couple things that will give you an edge over the typical road cop.
1. cattle cant see the gate [or anything] when headlights are on them.
2. they dont know what the flashing lights mean.
3. if they are simply grazing on the side of the road, you dont have an emergency, yet.
4. if they are running toward a busy highway, shoot to kill.
5. get a couple numbers of local ropers and let them handle it, when possible.

they are probably reaching their heads through to graze and finding themselves on the wrong side.

Metal bucket with range cubes in it. Put cubes in the bucket and shake it. Most of the time they will follow you where ever that bucket goes. Just move slow.
When I was a ACO for Carrollton, I put cattle back a lot of times with a bucket or sack with rocks in it. ( works like pea gravel in the deer feeder. ). LOL Just shake it a little and they would follow back thru the fence or gate.

Move them by intruding on their comfort zone. I talk to them in a normal voice so that they know I'm not excited or aggressive. Cattle that don't know you or your voice will move away from you. I don't want them running away, just moving away. If there is a hole in the fence it helps to post a blocker of some sort just beyond the hole twenty or thirty yards. Once the animal is at the hole don't push it, just give it a little while to decide to go back through.
Two people are better than one for this, unless the second person is impatient and loud. I would much rather work cattle alone than have some arm waving yelling idiot trying to help.
