      Exactly. There is no way that transgender would be able to be equitably enforced and therein lies the rub. The trans-female would be allowed to compete with boys but there is no way that a trans-male would be allowed to compete in a girls division. Keep the law as is and test/disqualify for banned substances.

        Its pretty simple: If a female/male (chromosome classification) competing takes it and its called a performance enhancing drug - how is it different if the same male/female chooses to wear clothes of the opposite sex?
        answer: its not.
        Any lawsuit brought up by gender confused people as discriminatory for being banned for the same thing other athletes are banned for should be immediately dropped, lawyers bringing up the case disbarred, fined and jailed for filing cases using someone who is lying about their sex, and the athlete banned from any and all competitions in the future for life.
