Yep. We are high fenced on a side and a half by 2 neighboring properties. And there is big high fenced ranch probably 3/4 mile from us.

That looks like an ear tag hole to me.

It looks like its a bright spot from some of the grass that he is walking through. Over to the right there is a spot in the pic that looks the same. I don't think it would be that bright if it was a hole, how would it. The sun is at the back of the deer not on the ground. IMO holes in deers ears look dark.
