I still have no idea why it happened. It obviously wasn't an accident as re the charges.

I'm kind of thinking they overcharged him on purpose knowing he'll plea down. According to the prosecutor, the department has been stonewalling and not cooperating. So who knows how strong the prosecutor's case actually is.
