Guy's the answer is very simple why Cabela's charges $60.00 for it. It is to make up for last year’s BAD $2.99 Deals ?

Apply for the 2 drawings, or by one of the auction tags. One just sold for 145,000 (I think) at Texas wildlife association. Think there were 16 tags issued in 201O-2011 season, 13 being landowner tags. Price on those usually 65,000 +-. Also, Texas bighorn society is a great organization. Google them. Have done tons to help restoration efforts.

I've entered that drawing every year that they've had it. Still waiting to win my desert bighorn hunt for $10. I may spend a couple hundred in $10 entries before I win, but it'll still be a bargain.
