I had two of my buddy's do it thru the mail last year so they could duck hunt with me
I could swear it only took about 10 days from the time they mailed it until the got there permit back

New permits for the upcoming season are usually not available till Aug 15th at the earliest. That is the same date TP&W makes the new licenses available.
