I believe that ranch was high fence for many years. He lowered one side to qualify it for low fence so his deer could make the "Book". That's what I heard. Don't know if it is true or not.

My uncle owned the cactus jack ranch. He high fenced the original 5000 acres around 1991-94. The added on 2000 more acres that was fenced separate. Great ranch with native deer!
