The way they do the surveys has always been questionable. Count deer on one side of the road and not the other etc. In some areas there are more does than others and when they put the requirement to shoot a doe first it definitely handicapped some areas. As I stated before my area had not taken a deer in over 3 years so I felt really handicapped, luckily 4 bucks chased a doe past me and was able to get a shot. I have not seen another doe all season even on my game camera.
