Build the wall, enforce immigration and work requirements laws and embrace the visa process. Its safer for everyone including those that choose legal path into the US.
Mental gymnastics such as 20 million illegal immigrants enter the visa program. The surcharge alone is 1-2 billion a year. Funny sounds just like the change in the TN, H1b, H2a B1, and B2 visa fees, humm maybe that’s by design, but I forgot I’m Cray cray

It's made to be a deterrent/slow the flow of people down. Reason for the visibility wall is to easily see people trying to cut/dig under it. It certainly won't stop it all. That isn't the expectation at all. But, it will deter some people because their chances of getting caught just increased. It will slow down all the people that try it. That's the only goal.

Maybe they identified $42m in wasteful spending and decided to appropriate it else where?
I see it all the time at the end of the year when budget is left over. You should see the work benches and tool cabinets in the Government facility I work at. Snap-on would look like Harbor freight compared to these; they are above top of the line.
