Even though it most likely isn't visible once they are mounted on the bow, I would send them back or ask for a partial refund as they should be considered seconds.

Looks cosmetic but you are right, it is new. What is disturbing is that CRACK is where a lot of stress is from the bolt...would make me nervous.
