Yes, but there’s more to it. if you don’t have enough foam on scene and ready to go, you’re just wasting foam. At some point the cost to replace the tank is cheaper than paying for all the foam needed to put it out.
Putting water IN the tank could cause boil over which is much worse than letting it burn out. Plus the amount of run off from this is a nightmare to contain and then clean up.
Some of my coworkers were there. Said it was bad. Prayers for the guys fighting this.
