I have tried to look it up several times on the state of Texas laws and regulations web site and have not found a solid yes or no. I have also asked a couple of wardens and have got conflicting answers.

That looks nice. I've sunk a bunch of those store bought ones, the Porcupine, but I've never really had a lot of luck when fishing them.
