you might also look at sagebrush hunts. They do limited elk hunts on a 56K acre ranch up that way, and consistently kill 320-370 bulls. Pretty high success rate as well, but a bit pricy.

Bridger is a great guy and runs a great outfit for elk, bear, mule deer, antelope and more. Not cheap but as good as it gets!

Yeah I guess I missed it. You can actually get a medical card for stuff that is much better for you than booze and opioid scripts. Maybe his buds can help direct him.

Rem Mosimann from Kim, CO or Tri-State Outfitters would be my choice. Both have some good ground to hunt.
