Candle/lamp holder.

Push the pick into something wood and the candle goes into the circle. Lighter hangs from the hook.

The hook can also be used to hang the lamp onto something, rather than sticking it into wood.

These were mainly used by miners, who rigged them different ways. Sometimes they even clipped them to their hats. They couldn't work if they didn't have some light.
