Rivers West is by far the quietest raingear I have ever used. The exterior is like fleece. When it gets saturated in a heavy rain it does get heavy. You cannot just "shake" it dry but have to hang it inside overnight to dry. It will keep you dry and is exceptionally quiet.

If light rain, my under armor will shed. If med/ heavy cheap frog tongs. Noisy?...kinda but ITS RAINING....it's noisy anyway. You can put in dryer with towels to "break them in" and helps alot

Rivers west and if raining when going out that is what I wear, Sat through over an inch of rain one afternoon and stayed dry. if just a chance of rain the light packable rain jacket and pants from Cabela's others have mentioned. A little noisy until wet on the outside then pretty quiet.

I have the pants and jacket. it packs up super small and extremely light weight. It has held up very well for me.

Neither, a real thin nylon material very close weave and light weight

This is what my husband gave me for Christmas. I really like it and it is far cheaper than Cabela's.

Really neither, but more like suede than PVC rain coat. Very soft, quiet, and will dang sure keep you dry for a long time.
