Need a Photo Resized to 4x6! Help?

I need a 4x6 Horizontal Photo for a picture frame on a Euro Mount Plaque I have. My Buddy's daughter shot her first buck and Im doing the Euro Mount for her. He took the picture with his IPhone and this is the best one. If you can help I greatly would appreciate it! I dont have any programs on my computers to do this. I had to crop it heavy and distort it a little. Hopefully someone else can do better!
